Relationship of PISA Results and Spending on Education in Turkey

Abstract

Within the framework of the
Programme for International Student Assessment also known as PISA, the success
of students within 15 years age group of the countries participating in the
programme has been assessed since the year 2000. Since the year 2003,
assessments have been carried out also in Turkey on a three-year basis. Having
remained behind amongst the countries that participated in the assessment, the
education system of Turkey is under question in various perspectives. The
objective of this study is investigating the correlation between the success of
educational services and education expenditures. To that end, the education
expenditures in Turkey were assessed by years and a comparison was carried out
between select country examples. PISA results between the years 2003 and 2015
were taken as indicators of effectiveness of educational services. It is
observed that between the years 2003-2012 the average scores achieved in PISA
increased together with the increase of the share of education expenditures in
Turkey. However, despite the continued increase in education spending in Turkey
it has been the decline in PISA 2015 results. Moreover, in the evaluation made
for OECD countries, it was concluded that the level of education expenditures
alone did not determine the effectiveness of education services.

PISA Sonuçları İle Türkiye’de Eğitim Harcamaları İlişkisi

Abstract

PISA olarak anılan
Uluslararası Öğrenci Değerlendirme Programı çerçevesinde 2000 yılından bu yana
programa katılan ülkelerde 15 yaş grubu öğrencilerin başarıları ölçülmektedir.
2003 yılından itibaren Türkiye’de de her üç yılda bir değerlendirme
yapılmaktadır. Değerlendirilen ülkeler arasında ortalamanın altında kalan Türk
eğitim sistemi çeşitli açılardan sorgulanmaktadır. Bu çalışmanın amacı eğitim hizmetlerindeki
etkinliğin eğitim harcamalarıyla olan ilişkisini araştırmaktır. Bu amaçla
Türkiye’deki eğitim harcamaları yıllar itibarıyla ele alınırken ayrıca seçilmiş
ülke örnekleriyle bir karşılaştırmaya yer verilmiştir. Eğitim hizmetlerindeki etkinliğin
ölçütü olarak 2003-2015 yılları arasındaki PISA başarı sonuçları
kullanılmıştır. 2003-2012 yılları arasında Türkiye’de eğitim harcamalarının
bütçe içindeki payının artışıyla birlikte PISA’da alınan ortalama puanların da
arttığı görülmektedir. Bununla beraber Türkiye’de eğitim harcamalarındaki
artışın devam etmesine rağmen 2015 yılı PISA sonuçlarında düşüş olmuştur. Ayrıca
OECD ülkeleri açısından yapılan değerlendirmede tek başına eğitim harcamalarının
yüksekliğinin eğitim hizmetlerinin etkinliğini belirlemediği sonucuna
ulaşılmıştır.
